3M Trade Compliance Department is looking for a full time DHL on-site employee to assist with the administration of it's trade compliance controls. The position will be working with the Import Regulations team, but may also include tasks with other trade compliance teams. The position will be location at 3M Company in St. Paul.
Education and Experience required:
3+ years experience, Bachelors degree, strong knowledge of Microsoft Office (Excel, Word, Access, Powerpoint) Previous import compliance experience with diversified manufacturer or importer a plus. Knowledgeable in product classification and in Free Trade Agreement Regulations.
Responsiblities include:
Obtain necessary product regulatory data from 3M divisions to comply with Customs, FDA, FCC, TSCA import regulations and procedures.
Gather trade compliance data including certificates of origin from 3M suppliers to support import clearance and duty savings program. Administering established controls for Cargo Security Programs (C-TPAT, FST, ISF, etc). Review Customs entries for compliance related issues such as valuation, classification, OGA requirements. Various tasks to support 3M's trade compliance controls.
Candidate Skill set and knowledge base:
Proven ability to identify, recommend process improvements for regulatory compliance and/or supply chain. Demonstrate clear understanding of Customs, FDA, FCC, TSCA, and OGA regulations and procedures. Familiarity with international purchasing, supply chain and just-in-time inventory needs. The position is responsible for helping to insure (along with outside I/E vendor) that the importing, exporting, trade compliance programs/policies and supply chain activities of Andersen Corporation comply with governmental laws and regulations {Including, Customs and Border Protection (CBP), Export Administration Regulations (EAR, Customs Trade Partnership Against Terrorism (C-TPAT), etc.} This includes the import and export of products, services, transfer of technical data, and all other import and export licensing and compliance matters. The position will coordinate and train Andersen entities to ensure standardized and integrated international trade procedures are implemented to maximize corporate efficiency and minimize regulatory risk. This person will serve as the primary point of contact for internal and external inquiries and audits.
DUTIES AND RESPONSIBILITIES:
1. Performance Management and Reporting: Assist with the operational execution of both our internal team and business partners to meet our service requirements across the entire enterprise. Design tools and performance reports to provide awareness and measure effectiveness of import, export controls and supply chain security compliance programs on a quarterly basis or more frequently if necessary.
2. Project Management & Analysis: Conduct analysis on current and new projects impacting the enterprise network relating to import/export and transportation. Provide and implement recommendations to Andersen management based on analysis results. In partnership with our I/E vendor, for exports, determine export classification (ECCN), jurisdiction, licensing end use and licensing requirements (if applicable) based upon the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR) and U.S. Customs Regulations (CBP). For imports, determine the classification of products using (a) the Harmonized Tariff Schedule of the United States (HTSUS) according to General Rules of Interpretation (GRI's), (b) Binding Rulings, (c) Explanatory Notes, (d) Informed Compliance Publications, (e) Reasonable Care Guides, and (f) other established Customs information
3. Process Development: Develop, document, and implement policies, operational procedures and best practices by researching and challenging needs/expectations for executing compliance and movement through the enterprise network while minimizing/eliminating risk.
4. Consultant: Partner with Sales & Marketing, Procurement, ALI, Distribution, Suppliers and other peripheral groups to define current business processes and execute corporate compliance initiatives to improve supply chain efficiencies impacting service, cost, delivery and /or safety. Provide day-to-day import, export controls and supply chain security guidance to internal customers. Represent team internally and externally (networking). Keep abreast of changes (by attending seminars and reading materials), developments and trends relating to import and export programs and policies.
5. Communication: Manage the updating and distribution of the compliance and procedural manual(s) and collect signed acknowledgements. Review and respond to any special requests from US CBP in timely and factual manner. Develop, track and publish action plans for addressing improvements in the process. Communicate compliance gaps and ad hoc custom agency audit requests to senior management. Respond to inquiries regarding HTS and Schedule B classification, ECCN classifications, documentation requirements, or other import and export regulations to ensure timely clearance.
6. Security and Auditing: Manage supply-chain security initiatives such as 10+2. Manage compliance with preferential trade programs, including NAFTA. Responsible for maintaining complete and current copies of the CBP regulations, tariff schedules and other import/export reference guides and publications. Partner with the Risk team in conducting periodic reviews and audits to assess the export/import compliance of company and supporting operating entities.
7. Training: Under the direction of management and I/E vendor, support the development of corporate policies and initiatives relative to the importing and exporting process, including education and training initiatives for executives and associates. Also, for the development and implement compliance guidelines for business partners involved in the importing and exporting process including foreign vendors, US vendors and customers, agents and logistic partners.
DIRECTION OF OTHERS:
Reports to Transportation Operations Manager. Close working relationships with all levels of management, peripheral departments (Procurement, Sales, Finance, Legal, etc.), government agencies and service providers.
QUALIFICATION AND SKILL REQUIREMENTS:
• Minimum of a four-year business degree and/or equivalent
• Strong leadership skills including managing conflict, negotiation, cross-functional collaboration, problem solving, directing and training others, influencing at different levels
